Kansas Workplace laws regarding paying out PTO time

In the state of Kansas, are employers required to payout unused PTO time to employees who are being laid off? Thank you.
Employees in Kansas are entitled to payment for earned but unused vacation time only if the employer has a written policy of paying it, or has a past practice of paying for vacation time. Here’s the reference on the Kansas Department of Labor website.
Often when PTO is provided rather than vacation time, the employer can designate how much of the PTO is “vacation time”, as long as the employer is reasonable about it. Employers need not pay for unused sick time, or any unused portion of PTO that they consider “sick time,”
