We recently laid off a full time employee due to downsizing. They had a part time job that paid them less than $500 month on a contract basis. Are they still eligible for unemployment benefits based on their lay off from full time work?

Probably so. In most states, an employee qualifies for partial unemployment benefits when their hours or salary is significantly reduced. For example, if an employer must change a full-time worker to part-time status permanently, the employee often will qualify for partial unemployment benefits. The only way to tell for sure is for the employee to apply for unemployment benefits. It’s important that the employee report all wages earned. Not doing so may be defrauding the government.
