Can an employer send you a termination note when you are on paid vacation (in California)?

Yes. There is really no limit, in any state, on the actions that an employer can take while an employee is on paid vacation. Employees can be disciplined, terminated, laid off, suspended, reprimanded, promoted, demoted or fired. For employment purposes, there is no difference between being at work and on vacation — except for the amount of work the employee produces.
