Effective January 2009 our hotel company no longer has a budget for a front desk supervisor. Can the front desk supervisor be demoted to front desk clerk, with a corresponding reduction in pay? Or must we continue to pay her the same?

You certainly can demote this employee to front desk clerk, and reduce her wages accordingly. Of course, she will no longer be responsible for the duties of the front desk supervisor, such as scheduling, supervising other employees or being on call to fill shifts unexpectedly. The alternative to demotion would be to lay the employee off. It is a tough choice, but one many companies are facing now.
