If an employee put in for their paid sick time and payroll “forgets” to add it into the check, Do the have to pay the employee immediatly or wait until next payroll?

It is unclear whether you are asking about vacation time, sick time or PTO, paid time off. However, ultimately, it does not make any difference. Various states have strict laws requiring employers to pay workers on time, for all the time they worked. However, there are generally no laws requiring prompt payment of vacation or sick time. Payment on the next payroll check is fine.
