Can we ask full-time salary employees to work mandatory overtime and do we have to pay them for that time? We are in Illinois, Indiana and Michigan.

Yes, you can require salaried employees (full-time or part-time) to work mandatory overtime. You can discipline or terminate any employee to refuses. (BTW, this also applies to hourly workers.)

A salaried employee can be exempt or non-exempt. Non-exempt employees are entitled to overtime pay when they work more than 40 hours in a payroll week. Exempt employees are not entitled to overtime, regardless of how many hours they work in a payroll week. Even if an exempt employee works 100 or more hours per week, he or she is not entitled to overtime.
