PTO Table based on years of service

My business is in Texas and I am trying to change our PTO policy to reflect years of service for earnings vs. flat amount of hours for everyone. Any suggestions on how to come up with a fair table?
Vacation or PTO standards vary a great deal between companies. However, offering different levels of paid leave is a great way to encourage employees to stay with the company.
Many companies offer increased benefits after 3 years, and another increase after 5 years. Some offer another increase in benefits after 10 years, but that can result in high levels of vacation or PTO.
Example: Employees have 2 weeks of PTO after 1 year, 3 weeks after 3 years and 3 weeks after 5 years. (This reflects the equivilant of 1 week of vacation and 5 paid sick days, for the first year.) You will also want to base an accrual on hours worked, rather than a flat award, so that an emloyee who normally works 35 hours per week has proportional PTO time.
