Is it legal to withhold an employees paycheck if a report is not turned in one time?
No, this is not legal. The federal minimum wage law (the FLSA) and various state minimum wage laws require that an employee be paid for all hours worked. An exempt employee msut be paid in full for any week he or she does any work at all, without regard for the quantity or quality of that work.
An employee who fails to turn in a required report on time can and should be disciplined or terminated, but the employee is entitled to payment on payday.
