If you have no written employee manual are you required to pay vacation to salaried employees

That depends. There is no law that employers must permit exempt or non-exempt employees to take vacations. Most employers do so, because vacations have been shown to increase productivity, but there is no law that required it.

If you do grant vacations, they can be unpaid. An exempt employee who does no work whatsoever in a payroll week need not be paid for that payroll week. However, if the exempt employee works part of the payroll week, he  or she is entitled to payment for the entire week.
