if an employee quits a salaried position, does he still receive his full salary for the week?

No. The federal FLSA permits you to prorate the exempt employees salary based on time worked, during the first and last payroll weeks of employment. The best practice is to prorate the salary based upon the number of days the employee worked. An exempt employee who worked 3 of the usual 5 days would receive 3/5 of her salary for the payroll week.
