Does time off on FMLA count toward 30 day waiting period for STD?

You would need to consult your plan specifics to get an exact answer, however, I would assume that it would count.  You cannot “retaliate” against an employee for using FMLA leave – they are treated as if they still a full-time working employee, just without pay – so FMLA time should count towards STD waiting periods.  Arguing further, non-working days are typically counted during this waiting period, so one would assume any excused absence (even the employer granting an unpaid, non-FMLA-related leave) would count, as long as the employee is employed by the company.
