Exempt employee working a partial day

In the case where an exempt employee works, say, 7 hours on a particular day and needs to take an hour off for a personal matter. Is it legal for the employer to require the employee to take an hour of vacation time?

In general, the answer is yes you may require vacation to be used for the hour of leave. It may depend on the reason the leave is requested and the state you are in, so for a definitive answer, pleas repost your question specifying the state you live in and the reason for the leave (if you know more information other than “a personal matter”).
