Can I hire someone as a temporary PT to permanent PT worker? This way I can relieve them of their duties if they are not a good fit to the organization.

Yes, you may. You must make it clear to the temporary employee that his or her status is temporary and that he or she may be offered a position with the company if his or her job performance meets or exceeds expectations. As always, you will want to put this agreement in writing and have the temporary employee sign, acknowledging his or her understanding of the arrangement.
