Employees requesting to leave early several days a week

We have a number of employees who will request to leave early several days a week. This seems to be done when they are caught up on their own work and instead of assisting their co-workers they request to leave early. They are using their accrued annual leave for these absences and it is considered scheduled leave however sometimes it is just not convenient. What is a good way to approach this subject with the employee to let them know that sometimes you need to “for go” leaving early to assist your coworkers?

The best practice for handling this situation is state that leave will not be granted unless all work is completed in the department, unless of a doctor note or doctor note is presented for an appointment. As a company you do not have to grant personal leave for any reason unless to is approved in advance for a specific reason. A guideline or memo to all employees is the appropriate way to handle this situation.
