Employee Refusing to Sign W-4

I hired an employee and before his first payroll he was discharged from the company. The company sent him an email to submit his W-4 form so he can be paid for the training. He lashed out at the company and is demanding his pay without filling out any W-4 form. I need some guidance. I am in Virginia.

All employees should complete a W-4 form in order to determine the amount of federal income tax to withhold from employees’ wages. If an employee refuses to complete a W-4 form, then withhold tax as if the employee is single, with no allowances.
