HR Files

I work for a non-profit in Michigan. Secure space is limited for maintaining file cabinets. Can HR files be stored in the same room with other agency files if all of the file cabinets have locks and only those in HR have access to the cabinets for the HR files?

Ideally, employee files should be in a locked cabinet in a secure location where only HR staff have access. But, maintaining the files in a locked and secure cabinet (i.e. one that can’t be jiggled open with any key) is acceptable. It’s important to ensure that only appropriate HR staff have the key to the files and that they understand the importance of remembering to lock them after each and every use.
