Which member of the office staff has a legal right to review a personnel file?

Personnel files must be kept confidential. Typically, HR employees have access to the files. Other managers/supervisors and even executives should only have access to the files on a need to know basis.

In smaller companies where a defined HR role doesn’t exist, usually a senior administrative assistant or the president/owner him/herself has the responsibility of ensuring employee files are kept confidential. Still, access to the files by other employees should be on a need to know basis only.
